Abdel-Fattah emphasized that the key factor was Theate’s intent and the nature of his action. “The defender’s arm was in a natural position for his movement as he challenged for the ball. He was not making a reckless or dangerous motion toward the opponent. Therefore, according to the Laws of the Game, a penalty should not be awarded.”
